Both my female cats (they are fixed) take clothes or anything off the floor or basement drag it while making this wailing noise? also do this foot needing to with it. what does it mean?

One of two reasons why this is happening. They may have been seperated from their own mothers too quickly and miss their mothers and are in need of some kind of self assurance that they are okay. The other possibility is that they were denied having any litters of their own so by grabbing a sock or other piece of clothing, they think it is their young and they have the need and natural desire/instinct to nurture something.

My female cat did this for a number of years! She was denied having any babies of her own, and she wanted and desired her own children so she substituted socks for her kids. It was interesting yet sad at the same time.

Usually when a cat kneads on something with their claws it means that they were taken from their mother too young. Cats knead their mother's belly to make the milk flow. As for taking clothes, either they want their mother, or it's a maternal instinct to care for something fuzzy.
