Does it look like an unmarked police car? If so, people probably see it in their rearview mirrors and think it's a police car. Any white-ish, sedan-sized car tends to be mistaken for a police car at first glance.

They're afraid that since the car is so old, the driver is too and therefore might be a terrible driver. They are afraid he will suddenly steer out in front of them so they slow down and drive warily.

Sounds like a retired state police car to me. I'm sure of it since you mentioned the spotlight in the other question. I'll bet it runs faster than a striped ape!
