You could smell it, they react kinda slow, and they usually wanna eat all your food. Usually stuff that doesn't even match...like chips and sausage.

If they appear 5 to 10 feet above you--I'd say that's considered high. At the very least higher.

if their eyes are bloodshot, they think everything is funny, they have the munchies and keep listening to the same song or cd for a long time, if they carry rotoV eye drops, if their eyes seem real relaxed and if it seems like they dont have much energy then theyre high

Well, alot of people I know wander around announcing that they're high. Red eyes, they get all giggly...

HERE'S HOW TO TELL:
Hold up your finger and make them follow it with their eyes.
Just move your finger from side to side.
If they are high, they're eyes will jump. If they're sober, their eyes will follow your finger smoothly.

Laughing too much.
