Why in the world do you want to increase inconvenience for somebody who already has paid for your inattentiveness on the road?
The other driver doesn't have to get 3 estimates and he/she doesn't have to get the vehicle repaired where you demand. Pay for the darn repair whether the bill presented to you is $25. or $200. and move on with your life.

If you rear ended someone and there's any property damage, you are required by law to report the accident to a law enforcement agency. If you don't, you can be charged with leaving the scene, and obviously that's what you've done. You may be able to avoid this illegal infraction IF; you exchanged driver's info with the other driver and the two of you agreed upon a settlement at the time of the accident. You may like to know that the other driver has the same responsibility as you do, so he really can't make many demands without putting himself / herself at risk of being cited for the same violation.
If you have a driver's license, auto registration and auto insurance, I'd advise you to follow the proper procedure and let your insurance handle it.

Are you sure you want to pay for this out of pocket? If it's minor damage, it's possible your insurance may not even go up. That's up to you though, and only your company could say for sure if your policy would be affected. The main concern you should have is getting a release signed by this person regardless of what you pay. First, you have to report all claims to your insurance company. Secondly, the other person is not required to let you pay for his/her damages if he/she doesn't want to. He/she may say it's time to get the insurance involved (and may involve his/hers if tired of dealing with you. Then you start getting calls from them, and it all ends up leading to telling your insurance anyway). Three estimates may not be what this person wants to do. If your carrier handles it, they will see the vehicle and they will do their estimate and pay based on that. There are not a lot of insurance companies out there anymore that let people submit their own estimate (or 2 or 3). The upside to this is that insurance companies employ well trained people who have the tools to do thorough estimates and determine what is related to your accident, and often people go out to their own shops and get estimates much higher (due to higher labor quotes, etc.). Most shops will accept the insurance estimate. Ultimately, it's also possible this person just wants the $ and will never get the car fixed, so maybe if you pay now, that will be the end of it.
If you pay for this, though, make sure that the other person can't come back later and ask for payment for additional damage that might have been found and may not be related. That's what I mean by a release. This all sounds complicated, doesn't it? That's why it may be better to involve your insurance. I have never seen a claim where someone wanted to pay out of pocket work out for everyone, so beware!

No - but you can get 3 estimates on your own and show them to the other driver. If you opt not to go through insurance. Otherwise the insurance company will do it and pay you based on their estimate which is typically non-negotiable.

Are you paying for it or your insurance? Your insurance would probably ask for more than one estimate especially if they feel too high. If you are paying for it yourself, definitely get more than one estimate. I do hope you have a police report as the person could
gouge you good.

No. They do not have to comply to your wishes. They only thing they have to do is comply with the law. If they are only required to give you 'an estimate', even if it is 'screaming' in price, they have that option to get the max out of you. Most courtrooms will ask for 3, but when it comes person-to-person, they may elect to give you only one.

You can ask anything you want. You can ask them to sing you a chorus of singing in the rain. Doesn't mean they will, or even that they have to. If you caused damage, pay for it. If you can't come to an agreement, let your insurance handle it.
