Its always a difficult thing to compare golfers from one era to another, but the 3 men who stand out are:
Tiger Woods, Robert T. Jones Jnr & Jack Nickalus

Firstly Bobby Jones. What sets this man apart as a golfer of extreme talent is the fact that he was firstly an amateur who beat the very best professionals of his time. He only played 50 -60 competitive rounds a year. Yet his game was good enough to win the British Open 3 times and the US open 4 times. He also won the US Amateur 5 times and the British Amateur once.
In the period he was doing this he also achieved a BSc, a BA and a Law degree, then worked as a lawyer. Amazing!
His scoring during the Grand Slam In 1930, using antiquated clubs and balls by todays standards was remarkable. You also need to take into account the fact that the Sand Iron was yet to be invented, so recovery shots from traps and around the greens were much more difficult. He made up for that by being probably the greatest putter the game has ever known.

Jack Nickalus won 73 PGA Tour events, 18 Professional majors, and 2 US Amatuers. He also finished 2nd in 86 other tournaments. Until Tiger Woods came on the scene he was the undisputed greatest. When he was young he hit the ball a long way 300 + yards with 1960's technology. Although he had problems with the wedges he was the greatest middle Iron player of all time and the best putter of his generation. Supurb course mangement and mental toughness meant that he kept his head in the last round of a major, while most around him were losing theirs. Thats why he won so many.

Tiger Woods: By the time Tiger Woods leaves the Tour I believe he will have broken every main record in golf there is to break, for he really only has one more to reach. He is:
1 The only person to win 3 US Junior Amateurs
2 The only man to win 3 consecutive US Amatuers
3 The youngest man to win 50 PGA Tour Events
4 The Youngest man to win 10 Professional majors
5 The best winning % of any man to play 200 tour events or more 23.8%
6 The only man to hold all 4 major titles at the same time

The measure of Tiger Woods can be found in this stat though.
Of the 39 times he has lead going into the final round of an event he has won 36 times. This is often against the best pros in the world. The fields that Tiger Woods plays against are without doubt of greater depth than at any other time in golfing history.
Yet he beats his peers more often as a percentage than any other ever has. His mental toughness is extraordinary.
The only relative weakness in his game is his driving accuracy (59.1%). However the rest of his game is so good that it more than makes up for it. He averages 73% GIR and 1.77 putts a hole.

To sum up I believe that Tiger Woods, by the allround strength of his game, the depth of fields that he beats and his record achieved so far make him the greatest golfer who has ever swung a club. The target of Nickalus' 18 majors is only a matter of time.

Anyone that says no for some reason cannot be objective due to whatever reason. Look at today, he got to 50 wins three years faster than ANYONE. ANYONE. Anybody that could be argued as better than him, Tiger got there three sooner. But for those in denial, think of this: Not only does he have 11 majors, 2nd only to Jack and only a moran would believe he won't be Jack, he has gone through several swing changes when most good golfers would have been content. He could have who know how many more wins and majors. Jack and Arnie themselves said he was the best ever, and this was in his rookie season. They have every reason to not see him as better than them besides the obvious. If they could see it back then, how could there be any debate now. If anyone is still unclear, pay attention to the golf world. He is in rare form right now, and is probably going to go on a terror for 12 to 24 months, until he does another swing change, to get even better.

I do not believe that Tiger Woods is the greatest golfer of all time. Tiger Woods' assent to a world-class golfer has promoted the sport of golf and inspired many young people to begin, or continue the game. As Martha Stewart says, "This is a good thing."

There is no "greatest" golfer, "greatest" baseball player, "greatest" football player, basketball player, hockey player, etc. Throughout professional sports, there have been many "notable" and "revered" players. No one individual is "greatest".

My "greatest" vote for athlete ever would be Ty Cobb; but his biographers portray him as a first-class S.O.B.!

We're all entitled to our opinions.

I do believe he has done alot for golf today, but as far as best ever I have to disagree. Those that say he has more wins today at a younger age, well there are reasons for that. The main one being that technology has vastly improved in the world of golf. I am not saying Tiger is without talent, he is one of the best in the world right now. But of all time I say no, in the future I may change my opinion.
