Yes you can use art paint like temper or some kind of spray paint made for Styrofoam from an art store

Yes you can but you might have to go to home depot and put a "scratch coat" on it. It is a concrete based material that looks like stucco when it's finished and painted. Good Luck

Yeah, you shouldn't have a problem. Just make sure you use a water based paint.

yes but you have to be careful that when you are painting you dont crack them. Latex usually works well.
