I think the reason is because the amount of fire engine stations that are called out..

A two alarm fire is 2 trucks, three alarm fire is 3 trucks, five alarm fire is 5 trucks. That is a big fire ! Good Luck !

Because each time they have to call in another fire company, they need to sound another alarm. Even if the fire's big, they can only call out 2 companies, at the most, at the beginning.
