What small dogs have that type of hair that doesn't shed?

most of the breeds that need to be clipped don't shed.
For example:
Shih-tzu
poodle
Schnauzer
Bichon
wired hair fox terrier
maltese
havanese
welsh terrier
lakeland terrier
Yorkie
just to name a few

Chinese Crested, Hairless or Powder Puffs are incredibly sweet and loving dogs that aren’t the least bit shaky like other toy breeds.
The hairless don't rally have a whole lot of hair in the first place but the powder puffs (they have a full coat) don't shed either.
Also, most people we have encountered that are allergic to dogs aren't allergic to them (possibly because they are of a different origin (African) from most dogs)
They are also great with kids and calm enough for seniors.

Dogs that don't shed are Shih Tzu's and I know that there are a few others (the reason I know is that I have two...). They have hair not fur which means it's a little more maintenance but worth it when you're not picking up chunks of fur all over the house.

All dogs shed. Some shed more than others and some you can rarely notice any, but they still shed.
Of course, any dog in the short hair group will be what you are after.
My dachshunds shed is hardly noticeable

Bichon Frise! They have to be taken to the groomers for hair cuts. They do shed a tiny bit - but more like people than dogs. You can check you adorable Bichons on smallpawsrescue.org.

A bichon frise doesn't shed and they are really smart dogs too! Most poodles don't shed, but the barking might drive you nuts.

Miniature Schnauzers and Poodles don't shed.

Westies (West Highland White Terriers)
All these dogs have hair, not fur, which means their coat just continues to grow longer, and must be cut periodically.

I have a Maltese and a Shih-Tzu/Cocker Spaniel mix and neither one sheds.
