My girlfriend's mom always used to say this:

Spare the rod, spoil the child
Darned if I'll see my daughter on Girls Gone Wild.

I agree with it. The rod does not mean hitting anyone. It refers to a shepherd leading his flock. It is a cute saying though.

I don't think that you need to spank. What kids really need are love and attention and rules with consistency. If you ground for a week then ground for a week, not an hour or a day but the full week. If you are consistent in your rules and discipline and If you are make your expectations clear, then you will not have any trouble. As far as seeing your girl on girls gone wild, well once they reach a certain age the choices they make are theirs to make not yours. You have to let go and let them grow, and in order to grow they have to experience life for themselves.

Using the "rod" doesn't mean "beat your child to a pulp." Sparing the "rod" doesn't mean let them run wild. A "rod" meant a stick used to guide animals. Sometimes all they needed was a gentle push, or their way blocked.

Well dude, today we know enough about parenting to know that for the most part, a parent who spanks is a lazy parent. There are too many people who have successfully raised children without ANY spanking for all of them to be dismissed as "lucky." Only an ignorant fool instills discipline through spanking.

I definitely agree, up to the point where a child can be reasoned with.
