no, but it does help. i know my husband loves me each and every day and he doesn't need to say it often but whenever he does i feel good inside because he took the time and effort to say just those 3 sweet words.
once a boyfriend waited 3 months into our relationship before he told me. i knew he cared but not absolutely sure until he finally did tell me. that statement allowed me to feel free to express myself. i could have told him, yes, I love you too or thanks that was nice or i like you but i am not sure if it is love i feel for you...understand? it is okay to be scared to say it. just make sure you mean it and not to just say it because you know your honey wants to hear those words. some people fall in love faster then others. take your time and do it right. you'll be glad you did.

That depends on the context. In a romantic relationship, it is necessary to say it at least a few times. After you get married it's not necessary but still a good idea.

Not all the time. Saying I love you can be done through actions, such as fixing something she has asked you to look at, or giving each other back rubs. Saying I love you on occasion is great too. But if you keep saying it over and over, she or might wander if you are convincing yourself of it or you are trying to avoid something by covering it by being so "loving to them".
