Dogs have millions of tiny hairs on their tongues that "grab" onto the water and hold it until they can bring the toungue into their mouth. Since they do not have the same phisiology as humans, they have no choice but to lap at the water. The same goes for cats.

Because they can't use a straw? Naw, I think when dogs lick the water, they curl their tongue so it "scoops" up water.

because they do not have an opposable thumb they can't pick up the glass and tip it in their mouth as humans do...when they drink they roll up their tonges so that they can get the water to their throaght

Their mouths aren't like ours. They can't drink it like us because they don't have skin covering the sides of their mouth.
