The U. S. Dept. of Agriculture (USDA) advises, "Meat and poultry defrosted in the refrigerator may be refrozen before or after cooking. If thawed by other methods, cook before refreezing." (Basics for Handling Food Safely, April 2003 at www.fsis.usda.gov/OA/pubs/facts_basics.pdf )
(DO NOT thaw meat at room temperature, such as on the kitchen counter.)
Meat/poultry that is refrozen might suffer some quality loss as moisture may be lost during thawing.
Safety will depend on whether the raw product was handled properly before it was frozen, refrozen shortly after it was thawed, cooked to a safe temperature when it is eaten and handled safely if there are any leftovers.

"Unthawed"? What does unthawed mean, frozen? so what you are asking is can you refreeze meat after it's been frozen? Hard to tell what you are asking. If it has been frozen it is already frozen, so you are asking if it is ok to freeze something that is frozen? but but but it is already frozen... I don't get it. You want to freeze a frozen thing?

No, its not good for you at all, but you can always cook it and refreeze it. I always cook a BUNCH of hamberger and once and refreeze it in several bags. Its so easy to grab one already cooked for a quick meal.

After meat has THAWED, don't re-freeze it. Cook it first, THEN freeze un-needed portions.

something that has been un-thawed would be frozen already.the act of melting something that is frozen,would be to thaw it.to un-thaw it would be to freeze it.so you would be freezing something that is already frozen.so now that we are on the same page,no you should not re-freeze something that is thawed.
