First of all, if anyone should be called "retarded" it's probably you for asking this ridiculous question (I am sure you are joking because you don't anything better to do). I will just give you a little lesson, since it sounds like that's what you need.
The word retarded is offensive and politically incorrect!!
When you refer to people, dogs, cats,etc in this manner, you should say, "mentally challenged". That sounds much nicer and it is more acceptable.
Now, to your question:
It is totally impossible for a dog to make a sound such as: "bark". They make more of an "ARFF" sound. That's where you, my friend, sound like perhaps you are "mentally challenged". Dogs don't have the ability to talk. So, in case, you did not take notes, somewhere throughout your life, dogs cannot form their mouths to make a "B" sound. That's why they have to "arff". The "arff" sound is only called barking.
Barking is what they do, "Arff" is the sound they make day after day. Maybe, you should have gotten a cat or a fish.
Cats actually do make a "meow" sound and it called meowing.

How old Are you? are you able to care for a dog? you certainly have some marbles loose or you are seeking attention. you want a dog who does not bark? trade him in for a besenji. not sure how to spell this but it is a dog who does not bark
