There are many books dedicated to this subject so it's really beyond the scope of a paragraph or two answer; but here are a few ideas. Stop going by names or numbers or any other pure luck method of usually wasting your money. Start analyzing all the data you can including past performances, workouts, distance of the race, track conditions, post position, equipment changes, the jockey, the trainer etc..
Good luck
Edit. While the analysis is very important, betting strategy is also very important. Assuming you do a good job when you analyze all the horses in a race and end up with two horses that stand out from the others; with one being the favorite and the other at long odds the horse at long odds is a much better bet. I would also bet the exacta box.

follow a stable or a jokey. Look for a big name trainer or jockey with only 1 ride, If a big meeting on look for a trainer who has a horse racing at the other end of the country.
back 8 to 1 shots each way. Stay away from real nags and back the virtual, they always try!!

As far as Southern Calif racing goes, never underestimate Corey Nakatani on the turf, especiall when he is paired with Neil Drysdale. Alex Solis and Victor Espinoza are top class for the west coast.
