Man lives in a 20 storey apartment bock and lives on the top floor. He uses the lift every time to get to the ground floor but to get back up, he gets out at the 10th floor and takes the stairs for the remaining floors.....why?

I think that he can only go up ten floors because the ground floor is at 10 stories

I would guess that the lift only starts at 10th floor and there is no lift service above that, he still uses the lift to go down from the 10th - am i right ?

it seems that this building has ten floor under the ground and ten above. e.g. some are -1,-2 etc. or it could be that a part of the floors they have no numbers just names?

he's probably a midget / or short -
going down - he can reach the Ground floor button
going up - he can only reach the 10th flr button

because the first ten floors are under ground and there is no elevator for the top ten floors.
