ex navy honorable discharge good enough for the national guard

actually, the Navy is NOT in need, in fact they are overmanned and are trying to lose some people.

What's your RE code? what was your rate? how long have you been out? all these factors and more come into play.

And deal with Recruiters everyday. This probably the reason why.

The Navy's recruiting standards differ than all the rest. They recruit based off of numbers. Ie, when a recruiter meets there quota for the month they stop. Try a totally different recruiting office. Try to TRANSFER from the guard to the navy... or... ETS from the Guard then talk to the Navy Recruiter.

Transfering from the guard to any active duty branch is papersum. You need this doc, and that doc, this letter and that letter.

If the Navy won't take you, try the Army. If you have a pulse and can speak two words that actually go together, they will be very glad to have you. They need cannon fodder badly

I think you'll have to ask your Navy Recruiter that question. If you're not satisfied with his answer you can always write your Congressman and ask for a better explanation or ask him to help you get back in.

the navy is in no realy need for personel; the navy itself is not actively participating in the current war, exept for certain units trained for groundpounder work; like seabees
