You can but not just the way they do us. Call the shift commander/supervisor and file your complaint with them, but make sure you have all the information,time,place, any witnesses, car license plate number, what he/she did illegally, etc. They wont appear in court, but an investigation will be done and goes into his/her file and too many they lose their job and/or state certificate

While the process will vary by state, in Texas, you cannot make a citizen's arrest for a traffic violation. Each state has specific laws governing when a citizen may arrest.
Also, each state may have other procedures for filing charges on someone. In Texas, any citizen can go to the local Municipal Court or Justice of the Peace and file any criminal charge (traffic offenses are criminal charges in Texas) he desires. The trick is you need to be able to specifically identify the person by name and date of birth, then be able to give the location of the offense and the section of law violated. The prosecutor may decline to prosecute if you do not have evidence for the offense, though.

You can prove it by having signed statements from a group of people and take time dated video so to prove he did not have a call. Because it would be on record at the dispatch office. You will need to do this a few times to get him fired or you will end up in jail and I bet beat to death for resisting arrest for interference with a police officer doing his duties.
Unless you have a lot of money to back you and you better stay in the public eye with a court order to keep him away from you. You might want to forget it.

You can't give the police a ticket for a traffic violation. All that they need to say is that they did what they did because they were responding to an emergency. You can personally report it to the Police Department - but how are you going to prove your allegation if its one person's word against another. Better to forget this idea.

Sheesh! Don't you have more important things to do than to obsess over how some police drive? It appears that either you are bitter because you got a ticket or that you've got waaaay too much time on your hands.

My conclusion is that this is not a real police officer but an impostor.Somehow he got a police uniform and car.I think that this is really common and somehow has to be stopped.
