The only place where I have seen wheel covers bolted on is for top speed racing cars. They're spun aluminum discs and often attached to the wheel rim with sheet metal screws. I am certain that stock Mazda Protege wheels are NOT made to use bolt on wheel covers, so you will need to drill holes in them. Be careful that you don't set yourself up for having flat tires or an unbalanced wheel. I don't recommend this for a street car.

I have seen center caps that bolt on. Got them on one of my cars, in fact. Normally they are built specifically for a particular wheel. You may find them in a junkyard or from a dealership if you had these stock. If you have aftermarket wheels, you will need to contact the wheel's manufacturer.
