Two questions....

OK, simplistically, a CPLD has deterministic timing, whereas an FPGA does not. An FPGA in more powerful than a CPLD in it's functions and general size of the array (normally, but the array size is now a grey area).

Xilinx, Altera & Lattice all produce pretty decent FPGA's and CPLD's - You need to shop around for the product that fits your needs and your cost limitations...
