I need to know what language this is in, and what it means, if someone could help me out..that'd be GREAT!!!

It is NOT spanish, at all! haha. spanish doesn't have double consonants (except RR). I just wanted to throw that in there because some people have said spanish and i know it is not!

I ran some words through a search engine. It wasn't too hard.

It is a made-up language called "Elvish" which was invented by JRR Tolkein, the author of the Lord of the Rings books. He invented this language and used it in his books (it's the language that the elves speak, obviously).

It says something like "Immell noble queen, speaks suddenly". I'm not sure what that's supposed to mean or why you need it translated, but there it is.
