Your tom cat is just doing what comes naturally. Believe it or not, your kitten is capable of becoming pregnant - even at 4 months! If you can afford it, go ahead and get them both spayed and neutered now. If you can't afford both, getting your female spayed is the priority, since she's the one who could have kittens.
Also, spaying is a big surgery requiring indoor care for a week or so afterwards, so it costs a little more. But it's cheaper to do before your kitten goes into heat (which will happen around 5-6 months old). Neutering requires only about one full day of recovery for your male and costs less because it's not as invasive of a surgery.
Most vets will accept payments from you if you explain your position. Call around until you find one that will. Tell them you're trying to prevent a pregnancy from happening because you have both a male and a female cat who have all their parts. You may even be able to get it done free.

Speaking as a vet. technician. You need to get him neutered ASAP and female cats can go into heat as early as 4 months and start having kittens, so she needs to be spayed ASAP also! Do this before you have even BIGGER problems, like 15 more cats running around!
**If you are worried about expense try your local animal shelter, sometimes they offer low cost certificates to help with spaying and neutering.

It is his instinct to be like that.....he can't help it....... i thought i would have the same prob. but I do n't I have a 5 week old kitten inside and my male nuetered cat loves him...he plays and cleans him. The only other thing I can think of is to put one outside . But male cats will go after them wether they ar ein heat or not. Maybe get him fixed.

Zephir is right. it's a female and he's intact. Keep them separated until you get him neutered. Also, ask your vet how long it will take until the excess testoterone is out of his system. In dogs it's at least 30 days. You'll want to continue to keep them seperated until he's 'mellowed out'.

Your cat has tons of hormones driving his instincts. A non-neutered tomcat is a horny devil. Get him fixed. There are discount plans for this through your local animal control department. Do him a favor and the poor little female one too: get him fixed asap!

He is probably jealous of the new kitten. Give it a few weeks, once he realizes that the little one isnt going away, he will be nice

he is probably jealous he is going to kill it probably! but my cat had kittens one day we left the door open a tom cat killed one of the kittens he just is jealous so he wants to kill it!
