VCT stands for Variable Cam Timing. The VCT unit uses an electric solenoid to allow oil pressure to flow to the VCT unit. The oil pressure of the engine changes the timing of the exhaust camshaft to allow the maximum amount of power from the engine. It allows the engine to release exhaust gases from the cylinder later, making for a longer power stroke.
