You need to TEACH him to look at you when he hears his name.
When you are alone, the distractions are minimal, you increase the distraction factor by hundreds of points when you go into public!
During the teaching phase, we make sure the dog is attending to you and walking politely at least 98% of the time before taking it to the next level of distraction, then work there until we reach the 98%, then increase and so on. Example: You work on "Watch me" in the house when you two are alone. After about a week, you start working on it when another person is in the room. Then you have 2 others in the room. Then you work on it in the back yard. Then the fron yard. Then going on a walk down the block. See? By the time you've practiced with increasing distractions to the point you're able to get his attention at the park, it's pretty much a done deal.
He also needs to get more practice being around other people and dogs. It's exciting for a dog to see people, he just wants to get their attention. You don't say how old your dog is, or what kind of lifestyle he has, but obedience training would be great for the both of you no matter what age he is, and will give you the skills to teach him appropraite behavior in public.
HOW TO TEACH WATCH ME:
Work with him before he's had breakfast or dinner, so he's interested in your treats. Use small treats, about the size of your fingernail (you can break up larger dog bones into little pieces for this). Have him on leash and stand on the end of the leash so he can't wander off (use the ball of your foot for weight).
Have a treat in one hand behind your back. With the other hand , put a treat in front of his nose and when he notices the treat, say his names while you bring the treat up to your face, next to your eye. His eyes will follow the treat aso immediately bring out your other hand with the treat and put it in his mouth while he's still looking at the treat next to your eye. Say "NICE!" or "GOOD!" in a high happy voice while giving him the treat.
He's now been rewarded for looking at your face (even though it was the treat) when he heard his name.
Do this 2-3 times at a session. Don't do more than that each session, but you can do a few sessions of 2-3 spaced out during the day.
USING A CLICKER:
To get him to understand that the CLICK means whatever he was doing when he heard it was correct and will be rewarded with a treat, you need to do a click-treat session (or two). Before his meal, take some of his kibble to use as the treats. Have him on leash with your foot on the handle of the leash (you can sit for this - he probably won't wander!). CLICK then give him a treat. Do this about 10 times. Then CLICK. If he acknowledges the click by looking at your hand or you, then he probably has figured out the click noise means a treat is coming. Give him the treat and do 2 more click-treats, then end the session. Once he's got this concept, your ready to use the clicker.
Follow the same steps as above, but have a clicker instead of a treat behind your back. At the point he looks at your face, CLICK, then give him the treat that was by your eye.
That's it. You don't need to say NICE or GOOD, since the CLICK told him he's done what he should and a treat was on the way.

That actually goes back to how much exposure he had as a puppy. If you didn't take him to a lot of places when he was young then he will be curious to the point of ignoring you when you go out now. The same thing happens with my dog. She always tries to run to everything she sees. The only thing I can say is start taking him to more places and that I hope they both grow out of it with age.

i wouldnt worry my dog does this 2, its probably because its out on a walk and isnt bothered with anything but being nosy and walking around. and infront of other people he just wants attention and wants to get noticed, you know make friends greet people he will calm down after they say hello and give him a stroke then ignore him and talk to you or do something else, eventually he'll get bored and do something else
i didnt take my dog to classes she is fine, and you know for a fact, clickers dont work that well the dog will probably think everytime it hears a click and it isnt the clicker it will get a treat ive had one, didnt work, now ive got a dog as good as gold

i think he listenes to u becuase u r alone and he is not very curious about anything, but when u et out of the house, he wants to get up and smell the roses. i say hes excited about being out. he loves going out and dosn't like staying in. try to keep him inside tell he learns to listen. or u can take him to a helper place srry i can't think of the name. i hope i helped

Does he get outdoors much? Have him on a leash? For good behavior I give my pets treats, maybe he will listen to you if you give him lots of praise,I know you love your dog and I hope these suggestions are helpful.
