to tone up, you do a light load and many reps. to bulk up, you do a heavy load and a few reps. try running long distance. that will make your legs thicker.

Work out at the Gym on the leg machine, or just do 200 squats a day along with 200 toe raises with 5 pound dumbells and drink plenty of water.

You'll probably gain muscle if you're working those muscles. Fat in the leg is usually the most difficult to lose.

I have skinny legs and i worked out my leg muscles and i grew muscles on my legs.

I have runner's legs. Skinny. I can get them very toned and defined by exercises, but can't seem to gain mass on them. Just a curse, I guess.

usually they'll get bigger. Like your calf will have more muscle. Running does wonders. hehe

unless you have lots of fat in your skinny legs (highly unlikely) than you will only see them grow the more you work them.
