I am losing time, like it is skipping over me. Among the many instances of loss of time: like sitting at a stop sign and the nearest traffic is over three blocks away so I enter the intersection and narrowly miss being hit-what happened to the time it takes for the traffic to go those 3 blocks? - that time did not happen in my life - I (my consciousness) skipped the time it took for the car to go those 3 blocks-am I losing my mind

You're normal, you're not going crazy. But you need to get to a neurologist before you do anything dangerous.
It sounds to me like you may be having a type of Petite Mal seizure. They can make you disappear from conscious existence for a few seconds to a few minutes. When this happens, you might just sit still and stare off into space for a short time and miss what happened. In a car that can kill you or others.
If it is determined that you're having seizures, medication may clear that up. But a word of warning......if it's determined that you're having seizures you may lose your driving privileges. That'd be bad.....but......you have to realize it'd be for your own good and everyone else's.
Good luck. See a neurologist

This could be a form of dissociation ,which is mentally leaving the present moment and being distant from it. Everyone can do this from time to time but there are also forms of dissociation related to mental health disorders such as Dissociate Identity Disorder and Dissociative amnesia.

Does this happen to you often?
Your lost time could possibly be a type of seizure such as partial complex seizure which can cause people to zone out for short periods of time.

If you're narrowly missing hitting someone then you need to get some help for this. Make an appointment with your doctor and talk about these episodes so that you can get a proper evaluation and diagnosis.

You're not losing your mind, you just need to find out what's going on and get the proper help.

Good luck!

This could be a side effect of some mediations. Paxil, for instance, is in a group of drugs called selective serotonin reuptake inhibitors (SSRIs) - and can effect the mind in the way you describe.
You should speak to a physician.

Are you on drugs? Or maybe you have a developmental disorder. Go see a doctor; if you're blacking out at intersections you might have a problem.

Brown-outs, you say?
You need to be seen/evaluated by MD, who can refer you to wherever you need to go, to be seen by. . .
It would be a good idea to do this sooner than injuring you or others. . .so, do it tomorrow.
Oh - good idea not to drive until you are seen. . .

You should have your doctor switch your meds if they are making you zombie-fied.
