Girls come in different flavors sort of like ice cream. You can get the ones that have the ability to start the kisses and the ones that accept them. If you like her, it won't matter whether she kisses you first or not. Though maybe she's the type of person who needs to be let out of her shell . . . and then . . . BAM BAM BAM!!!! Maybe shes more old fashioned and believes in the guy making the first move. If she didn't like you she wouldn't keep kissing you.

Yes, it is very normal, assuming this is a wholesome relationship. I believe, however, that you should have serious intentions toward her if you're invovling yourself in a long relationship that involves a lot of contact. And definitely don't have sex until your're married. This is old-fashioned, unpopular advice, but it works.
