Because you are assumed to be impaired and not fully capable of making good decisions when you're drunk. Then assume that you leave the bar while legally drunk, drive, and have a collision, the bar and bartender may be held partially liable for the damages. They had the opportunity to cut you off, but did not do so.

Being drunk in public is illegal in most jurisdictions. It is illegal for a bartender to serve someone who is visibly intoxicated. A bar that over-serves those of us who don't know when to quit runs the risk of losing their liquor license as well as opening themselves up to civil suits if someone gets hurt due to my drunkenness.
