I want to do something with the kids, but i hate girl scouts, they try to teach you responsibility, while they make you clean their toilets. but i want to do something that little kids will have fun doing, and that they can do with parents.
How can i start a kids club? do i need permits, or is babysitting experience and the fact that i love kids enough?

Perhaps you could join an existing one until you get enough experience to start your own. People are unlikely to leave their children in the care of a 13 year old with no previous experience.

Also, you can voulenteer at a YMCA or Boys and Girls Club if its close to you.

yea your right but i'm a kid . you should send out flyers and forms to your kids classes and let thier parents read it.but you need a location other than your home because parents are over protective some of them...i hope i could help
