Read the attached Associated Press articles. I've sat in on the doublespeak by Dr. Francis Harvey at the unclassified Pentagon press briefings and he keeps trying to cut the number of troops overall for the Guard. Congress authorized 350k, he wants to trim it down to 330k personnel to save money. Additionally, LTG Blum, the senior officer of Guard, and other high ranking Guard officers are unhappy about the loss of equipment left behind in Iraq for one reason or another, and feel that the Guard is not able to fulfull its traditional role in supporting their home states. The Bush administration has suggested making it easy to federalize the troops if the Prez feels its necessary for natural or manmade disasters. As the gov. of Louisiana retorted, the system for that is already in place if the White House can make decisions in a timely manner.

There is nothing new to this story, The national Guard have not been under the control of the govenors of the states since the 1950's, when Eisenhauer called up the Arkansas national guard to defend the rights of Black students to attend central High School in Little Rock. The reduction of force requirements were in place several years ago. The US military is a large Buearucratic mess. It makes force requirement projections several years in advance and it rarely works out the way they want it to.
Again Dems are using any and all stories that they can spin into a problem/miscalculation/misunderestimation by the administration that shouldn't even be in power at all. If we had only won the elections then......... Blah Blah Blah. It is time to drop a quarter and change the tune.

President Bush is trying to figure out a solution to a problem that surfaced in New Orleans.
Basically - what do you do when there is an emergency and the local government is incompetent? In this situation the National Guard will be hampered by conflicting orders, unclear guidance, changing policies etc.
On the other hand - having all military assets under one single commander means that things are easier to coordinate, and there is one policy, one set of guidance and everybody is going in the same direction.
And since the National Guard is part of the US Army - it cannot become any more 'militarized.'

The National Guard IS part of the military. In fact, it is the oldest branch of the United States Armed Forces. Under Executive Order, the National Guard can be federalized, and called up for service. This is nothing new. The National Guard has served in many of our nation's wars.

He wants the power to take control of the National Guard without the approval or permission of state Governors.
Yet again, he wants to imbalance the "checks and balances", shifting still more power from the legislative branch to the executive. It's just horrible what he's doing.

I watch the news continiously, but I haven't heard or read of any "National Guard Situation." If there is a "situation" Bush will do whatever is best for our country and our people.
