A good starting place is military.com. They have a great search base to find buddies. If that doesn't work, then try other search bases such as Google and Yahoo.

Have you tried the V.A.? Have all the Nam Vet offices finally closed?
You might need a bit more info, to make the search easier, but certainly the first place you should go are agencies that actually keep records in this regard.

For a foreigner to get that information would be difficult. Basically, the only people who can obtain that are him, his family (in emergencies) and police. But you don't need his service number, you can get it, if you could, with his name, date of birth, which service, etc.
