Well in the US there are federal, state, and local laws that control this. The federal laws even vary depending on the air quality in a region. You would need to check with each government to find out how much can be release. I can help you with the commercial application of recapture co2.

CO2 doesn't really have a commercial application. It's really just the by-product of various industrial activities.

It is important to note that CO2 is not categorized by the EPA as a criteria pollutant, thus it is not governed by air pollution standards. Individual limits can be placed by state governments on industrial applications, however the EPA has failed in its efforts to get a nationwide Cap-and-Trade program in place.
