will self stick vinyl tile adhere to a ceramic tile mortar?

NO

Coat the mortar with a moisture proof adhesive coating first. A paint or varnish would work but check with the manufacturer to see if it will stick ti the mortar.

No, it needs to be on a flat, non-pourous surface. Otherwise it will not properly adhere.
