That would be a whole different scene. There would be no war if the politicians personal safety was in question.

Then some country would hire some mercenaries to slaughter everyone else's politicians.
You need soldiers to fight wars because they're good at it.
You also need the leaders behind the front lines because you go into confusion if they get killed.
This is all basic stuff.
