I keep putting peanut butter on it but it is not working!!! Then i tryed shaving cream but that didn't help either what should i do??

Take a bath in Aveeno. It is an oatmeal bath and it helps with dyness and itching.

Scratch it! Why would you put peanut butter or shaving cream on your butt? They're not made for itchy butts. Try some hydrocortisone anti-itch cream. It works on almost anything. Calomine lotion helps stop itching too.
