Hard to say, as it's impossible to know just what you mean. Do you mean you have too many family members and you want to get rid of some?
Or are you saying you live with clutterers?
If you're the only neatnik, your choices are to live with it or to pick it up yourself. You could negotiate for your own clutter-free space.
If there's just one or two clutterers out of many, you could give them a space they are allowed to clutter, and redirect all their clutter there.

Well if you are talking about those relatives who are making you miserable and are "toxic", then it is best to get rid of them.
