That is Latin. I have seen this before somewhere, and it is supposed to mean something like "what raises me up also tears me down" or "what strenghtens me also weakens me" but it doesn't look quite right here. It says "what height to me, also I weaken to me". Altum is either accusative or neuter nominative, but then you would expect quid would have been used instead of quis if that were the case.

the closest language i found that to be was portuguese. go to http://babel.altavista.com and see if you can figure it out.
