As long as the complimenting isn't flattery. Flattery is insincere, but a true compliment goes a long way.
Paul says, "So then, encourage one another and build each other up, as you are doing." (I Thessalonians 5:11)
Therefore, we are to encourage and bless one another, but be sincere.

No, it's a condition of basic humanity. Spirituality would require a greater awareness of one's self and a greater connection to the world. When you are truely spiritual you will compliment others without speaking a word.

It can be or it can be sucking up. What are your intentions or motives???? Are you sincere?? Do you honestly appreciate/like what you are complimenting??? Are you seeking to make someone feel better?? Is it true??? Is it from a place of love?? Peace.

I have no idea what people mean when they talk of "spirituality," so I'm going to guess no, it isn't. But good manners are a nice thing to have.
