I'm 16, and I have a lot of cavities. (Something I really regret, T_T) However, some of my larger teeth at the back of my mouth (not wisdom teeth) are still my baby teeth. My dentist tells me that they aren't going to fall out and new ones aren't going to grow out and that I will have the teeth I have now for the rest of my life. She says it is because I'm already 16. Is this true?

In this age the all of teeth are permanent, but in somebody the primary teeth [baby teeth] may be ankilosed [fixed] to alveolar process,so you must take X-ray from your teeth[ i prefer an OPG] and then be evaluated by a dentist.

I assume that your dentist took an x-ray before saying this. If so, it's true.

It is a lot more common than you would think to find people who don't grow replacement teeth for their baby second molars; upper or lower.
