I am looking for plantation-style shutters.

Twice a year. Generally the manufacturer's come out with new products in the autumn and in the late spring. Also, you will see the discontinuation of models, lines and colors at those times. We usually get lists of what is being discontinued before they actually are and those will always be your best price point.

Maybe in the winter when people are less likely to be doing any improvements to their homes. If you go to Home Depot or Lowe's just ask them if they know of any sales that are coming up or if they can give you a discount since you will be buying more than just one set. I used to work at a similiar store and if we asked the manager we could give people discounts that they normally wouldn't be getting.

You should be able to find them year-round, but they may be more readily available in early spring. Go to your local home depot, best buy, or other appliance store to look for shutters. You can also get them done professionally at an additional cost.
