It depends on what kind and quality of the earthing you are looking for. For the best result you will to drill a hole below the ice level in the earth and insert a pipe like wise it is done for the tube well. You may connect the earthing to the readily available tube well.

Get below the ice with any large area steel object. Sheet steel of a few square feet and thick enough to handle current requirements of your devices should be enough. Consider corrosion. If you can't wait for the ice to melt, drive 40 feet of copper rod through it.

I once read that they had the same problem in Antarctica and that they dropped an old bull dozer into the bay with a cable attached because the earth ground was so poor in the dry frozen earth.

Ice should provide an adequate ground..
I presume the ice is resting on the ground and the
ice is not made of distilled water ?
