well, you can act responsible by keeping your room clean taking good care of yourself, and helping out around the house doing your chores and asking your parents if there is anything that you can help them do. Though I do have to tell you from personal experience that some parents are dead set against having pets in the house (and no pet should live outside). I tried many years to convince my parents to get a pet, even a hamster, I promised I would take good care of it all by myself and I would even pay for it all by myself even food etc. but they would never let me. so when I grew up and got my own place I got 2 kittens.
you can ask her for the reason that she doesn't want a cat in the house and you can calmly and rationally tell her your side of the story why you want to have a cat.

Cats are very low maintenance. As long as you're willing to clean the litter box EVERY DAY
there will be no mess.
You can even leave them alone for a couple of days with enough food and water of course, and they don't need boarding and won't tear up the house like a dog.
If Mom does say yes, please consider adopting from an animal shelter. Also, two cats are better than one (especially if they are very young or littermates) because they will keep each other company.

I would sit down and talk to her about what it would take for you to prove to her that you are responsible enough for a cat. If you take care of your other chores and responsibilities on a consistent basis without being told and even perhaps do extra things without being told, maybe you will prove to her you are ready for a cat.
Also, talk to her about how you can earn money for the food, cat litter and vet care. Cats are not cheap if you want to take care of them in a good manner.

If your Mom is not a cat person.....
that's a tough one...
I love cats.
My boss was telling me his little girl was making "i want a kiity kat" noises.
I told him that if he doesn't just LOVE cats he should probably not get one.
He cringes at the mere mention of cats....
says thay are too "namby pamby"....
My friends little polydactyl cat...
she has thumbs...
would freak him out.
I can clean cat box....no problem.
And the cats sit and wait for me to get finished cleaning and refresh the cat litter then they take a leak.
Cat box an abomination to some people.
and cats break things and get into stuff and claw the furniture.
And sometimes poop in random places.
Friend had a cat that would poop in potted plants.
So everybody has to be absolutely enamored with cats.
or might not work.
And I am not big advocate of sitting with loaded water pistol with which to zap cat when cat does something we do not like.
I did that ....
the first few times ...it worled
then i shot cat with water pistol and she looked right at me and peed on carpet.

go to your nearest animal shelter, and you will find one there, that people take their because their cat had kittens and they don't want them, or took a cat they didn't want there. Ask your Mom to take you there to look at all the cats that people do not want. Assure her that you will be responsible for taking care of the cat.

Talk to your mom, and find out why she doesn't want to get a cat. Then talk to her, and address her concerns. You may have to prove to her you can handle the responsibility.
Are you willing to feed it, housebreak it, clean its litterbox daily, and play with it? Also, who is going to pay for the food and vet bills? Cats, while they can be low maintenance, can be very expensive.

Tell her pets are angels from heaven and all they do is give you unconditional love forever and you can get them already fixed from a shelter! If claws are a problem then you can have them declawed, but keep it inside and safe! Good luck! I had my Figaro for 17 years and I wouldn't have traded one day without him!
