Both can be caused by something else. One may not be causing the other.

Urinary tract infections are caused by e coli bacteria from waste products infecting the urethra, possibly going up to the kidneys. Rashes or infections can be the result of allergies or yeast (candida) infestations - something entirely different than e coli.

However, if you have a systemic yeast infection - not just a surface yeast infection, it may assist the e-coli to infect your urethra faster or easier.

I would recommend you get checked out for hyperinsulinemia, as that condition can assist the other two to happen. Yeast is hard to check for - you have to first find a doctor that believes a systemic yeast infection is possible. Some don't.

A bladder infection is caused by a bacteria and is treated with antibiotics. Antibiotics kill "good" bacteria along with the "bad". This can upset the normal vaginal balance and cause yeast to overgrow and give you a yeast infection. Yeast causes obnoxious itching and discharge. This is easily treated now with over the counter products like Monistat. It is possible to have allergy reactions in sensitive areas - usually because of certain clothing or detergents or soaps. An anti-itch product like Lanacort may help - but it is much more likely a secondary yeast infection because of the antibiotics.
