It's not cruel to crate them, you just have to teach them that the crate is a good thing! Leave the doors open, and feed them inside the crate for awhile. Then shut the doors, just for a few minutes at a time and gradually increase it. 9+ hours is a bit long, though.
If you don't want to crate them, confine them to one easy to clean room of the house (kitchen, garage, etc) while you are gone.
As far as the actual housetraining process goes...
Take them outside every two hours or so and tell them "go potty". Praise them like crazy when they do! It might help to bring something stained with their urine with you, so they can smell it outside. It might give them the right idea.
If you see them go inside, punish them right away, and take them outside. If you don't catch the "mistake" right away, they will forget that they did it, and punishment is useless. You might try tethering them to a solid object like a chair while they are in the house and under your supervision so you can keep an eye on them at all times, or close all the doors in the house so they can only be where you are watching.
It will take longer to housebreak them because you are gone at work for part of the day, and they have got so used to going inside. It also doesn't help that there are two of them (you may not know who is making the "mistakes") With patience and dilligence, you should start to see results within a month or two, and they should be fully housetrained within 6 months or so.
Also, you will have to really clean your carpets thoroughly with an enzymatic cleaner to remove the dog urine odor or else they will continue to go in the house.

It is possible..I just had to do it with a 3 year old female pit bull that was "potty trained" from what the guy I bought her from said...yeaaaa...i don't think she ever was. It took me 3 weeks to get her to only go outside to do her business but now she' great. She goes to the door while i'm up and about during the day and in the mornings she comes to my bedside and stares at me until I wake up..But will not go in the house. I just made sure that while i was at home I took her outside every 30 minutes or so and let her play or whatever she wanted. Whenever she'd go to the bathroom i'd give her a snack and tell her what a good girl she was. Now she just gets so excited when we go out to go potty that she barely makes it off the porch..lol.

CRATE training works. You're happier to see the dogs, the dogs don't feel that they are being yelled at as soon as you come home, so are happier to see you.
I started a 10 year old and a 9 year old on crate training! Dogs are animals that live in dens normally - it mimics their instincts to be in a small space.
Make sure that they have water and a soft place to cuddle (preferably something that smells like you).
it's worth it.

We trained two adult dogs we adopted from the Humane Society. It may take a weekend that you will just have to stay home and work totally on that. Every half hour take them outside and tell them to "go potty" (or whatever words you are going to use all the time). When ever they go potty, then praise them and give them a treat. If they have an accident between the potty breaks in the apartment, tell them in a stern voice "NO! Bad potty" (or whatever you want to say) and then take them outside right away. Again, praise them profusely when every time they pee or mark outside and give them a treat. Never hit the dog or rub their nose in it. You train them to want to go outside and pee (in order to get a treat) and teach them to want to avoid being scolded. Eventually the amount of treats will decrease as they learn.
Also, crating is not a mean thing if done at night or for breaks during the day. If you are gone for 9 hours without being able to let them out to go to the bathroom, then you may have to train them to go on newspapers or dog pads. If you want and it is feasible, you can either gate off the kitchen or use the bathroom as a "crate" during the day until they learn to go on the papers. Just confine them where ever you will leave the papers for them to potty on during the long days. Eventually they will know to go to that place if they need to potty.
Believe me, it can be done! But it will take time and consistency. You need to set aside time to just focus on this situation until it is under control.

It is possible to house-train an adult dog. But it would indeed take an intense, concentrated effort. And the crate can be a valuable tool for doing so- not to mention it would confine any mess that does occur!

Yes. I have had a few over the years and found that it is easy to train the adult dogs as opposed to a puppy. They can hold it longer and are smarter letting you know when it is time to go out.

If you have a local petsmart or such, it may be cheaper to allow them to try to train it. The one nearest me was very effective in training an older dog that my mother took to it. It should be cheaper than carpet cleaning.
