it's determined by the way the human genes operate at a certain location where hair grows. the pubic hair starts to grow because of hormones (secondary sex characteristics). i think it's because of where it's located. your pubic hairs and those that grow under the armpits stop growing when they reach a certain length, same as those found in your arms, legs, etc, except for the head. maybe there's a difference in hair follicles in the areas where hair grows. however, if pubic hair or armpit hair is used for transplantation for bald spots on the head, they do grow as long as the hairs found on the head.

i guess it's the same as with the hair on our head and the rest of our body, everything stops at a certain length!
I used to wonder why it was that when i was a little girl i could grow my hair to my bum and now only to just bellow my bra strap , then i realised - my hair grows as long as it always has done, it's my body thats gotton longer!

what an awesome wuestion, i dont know the answer to that but maybe it is in your genes that they are short.
they serve a purpose and that is to keep you clean. long hair gets dirty too quick
