Low cost is always good. We haven't commited to whether it will be an all girl (possible sleepover) party or boys & girls combined (non sleepover) party.

video night with sleepover. Disco party. Cooking party (let them cook the food they will eat at the party). Colour theme party(your daughters favourite colour)
play chocolate game, musical statues, charades, do makeovers (girly make-up) glitterspray hair. Do a scrapbooking page, art and craft.

We had a Build-a-bear party for my daughter's birthday (but bought online- not from the build-a-bear stores). All the kids got to make their own bear to take home. It was great... the whole kit came in a box in the mail, with the bears, stuffing, a little star to put in it, and birth certificates. I also ordered the little t-shirts for the bears, and the kids decorated them with fabric markers to make the bear their own. The kids loved it, it was better than a bunch of junk party favors that will be broken or missing in two days, and it cost about the same as all that junk would have! It was $9.99 for each bear (including all the stuff mentioned with them) and like $2 a shirt. I ordered it from http://www.letsplaydressup.com A real hit with the kids!

For my daughters 9Th Birthday we did a spa night sleep over. I bought the Sally Hansen party kit (about $20) it came with invitations, several different colors of nail polish and decals... everything you needed for manicures. I also bought a little make up (age appropriate). When the girls got there we ate Pizza, Cake then opened gifts. Then everyone got in their PJ's and we paired off the girls do give each other manicures and makeovers. We put together party bags of nail polish, lip gloss, hair clips and candy. Slumber parties are always fun! My sister and I had a few of themm while growing up, and they always went over well. (Keep in mind that there might one little girl who'll cause trouble, and a few who might be homesick.) You could let them stay up "late" (i.e. 11 or midnight) and let them watch funny movies.

If you daughter has a few close guy friends she doesn't want to leave out, you could take her and them out to a restaurant for dinner on another day. This is what my parents did one year when we had an all-girl slumber party.

maybe you could have a theme party like have everyone where the birthday girls favorite color that day or have a boy girl party and then have all the girls stay over for a sleep over with lots of movies to watch and other girly things to do...

Dress up is always fun... have all the girls bring their favorite dress up things to wear, and let all of the girls share and mix'n'match... that can go on for hours... and maybe help them set up a "tea party" with kool-aid and cookies...

If boys are going to be there, then swimming or relay races (3 legged race, egg'n'spoon, etc) is always fun too!!

If your near one of those ceramic painting places, where they pick a ceramic and paint it.check the prices at the store first.

Or at the beach if you can get some parents to help watch kids.and doa picnic.
At home get some craft kits for the girls, and nail polish ot tattoo.

Biys and girls will end up dividing at this age unless its like a pool party or something.

It's summertime, how about a Hawaiian party? Cook on the grill, have leis for the kids and set up some water activities, like a blow up pool, waterslide, or sprinkler.

Is she and her friends into American Girls dolls ? They could all bring them over and have an American Girl party!

You could always do a craft party and do lots of crafts with them... you know bead necklaces, puff paint to make t-shirts or tye dyes etc...

They could do a dance party they all rbing their fav cds and dance to it.. maybe someone has a kareoke player you can use..

pizza pop and cake & ice cream are inexpensive...

dose ur kid like skateing if so have a skateing party and if thats not good have a good old fashon sleepover in the back yard pich up some tents and make a fire in the back yard
