He'll start panting like he's hot or something. But when I offer him water, he won't drink it. I have the air conditioner on high so it's not hot at all.

Maybe he's nervous?

Dogs will pant when they are nervous and as they get more nervous will start to sweat from their feet and getting more nervous will begin to shed. Strange but that's how it works! I imagine it's just like when the boss comes over looking pissed and you start to sweat and feel sick. Sometimes a dog will become so upset they will even vomit. Just like us..

Oh , he's not nervouse at all , that just mean he's exited , to be there Chihuahua's love car rides !!! , and that love to look out the window too

yes he is probably nervous, he might be hot if it is a really hot day but he is probably nervous. try to get him used to a car and then maybe he will stop

It's caused by nerves. It can be because the dog is so exited or stressed because s/he is scared.

It could be either way, either he's hot but isn't thirsty (lol), or he has high nervstrungs.

it is because he is hot. see dog don't sweat so that is there way of cooling off

he may be a poor traveller and this his way of telling you...get a DAP spray from the vet it will calm him down.......
