If you go to a gym, here are some great exercises for thighs (quads and hamstrings.)

If your thighs are strong, just not defined then do high reps (8-12) reps for 4 sets. If they are not so strong, do 4-8 reps for 3-4 sets. In either case, you should make sure you get enough rest in between sets. Since you're not trying to gain muscle, be consistent with the weight you use (don't adjust it after every set.) Since you're not trying to lose weight, it is essential that you don't run, swim or bike ride too much, but you should do light cardio to warm up.

Swimming is good.....squats with 5 lb weights....if you use a machine remember less weight, but more reps. If you put a lot of weigh onto the machine you will end up bulking up instead of leaning out. Dance is always good for the legs, butt, and thighs.

best would be lunges-everyone hates doing them, but have the best results. squats are good too. any cardio exercise, like the bike, elliptical are good also.
