A finished basement is considered complete when it is fully painted... no ceiling tiles missing and the floor is fullly wooded or carpeted... You ever notice when you go searching for a home and you've looked at a few basements tthe unfinished ones have dirt, gravel and earth everywhere well when this aspect of a basement has been cleaned up it is considered finsihed. Light fixtures, wall units and electicity has to all be working to render the basement also finished... if there is a sump pumb in the basement this also has to be in working order as well.

When the basement has a ceiling of some sort, (drop or dry wall). Has finished flooring(rug,carpeting, wood, ect...) Has drywall walls or paneling. Must be a livable space.

usually means there is carpet, a bathroom (sometimes without the tub or shower) and ready to set up with your own furniture. Has all the electrical outlets and all that good stuff! Not a stinkey damp basement with cob webs (they are unfinished basments) but like ready to move in and be comfy!

Finished means the rooms like like in the rest of the house. Walls, not just foundation bricks, flooring not cement and heating/cooling ducts.

the walls are not open (i.e. they have drywall) - and there's likely a drop ceiling in place instead of open floorboards. Some may be carpeted, painted, and effectively become a whole new potential living space.

In legal terms it would consist of interior walls and door framing in place.
Electrical, ventalation, and plumbing routed for possable installation. (all this just needs to be routed not physically installed)
ventalation can be windows or air duc's
