Because having a conscience is about seeing ourselves in our entirety, all the different and often contradictory selves that inhabit one body. To see this is incredibly difficult and painful and once we have then perhaps we will be a whole person and can move nearer to God.
Why are people so arrogant as to assume that God is something we can have any knowledge of in our present pathetic state of consciousness? Forget God and get to know yourself. The best place to start if you want to get to know the who;e city is your own neighbourhood. The voice in our head is not our conscience but just a bunch of tape recordings that we identify with and call ourselves, cease identifying and realise your true nature - that is the way to conscience.

Maybe the voice in yoru head is a conscience... but I have been blessed by an indwelling of the Holy Spirit! The Holy Spirit guides me when I am willing to listen.

depends on what they were brought up to believe, how confident and free thinking they are, some believe that conscience is god? I personally believe my voices are my conscience, but is my conscience influenced by my up bringing and beliefs or lack of them?

Because they are in denial.
Let's face it. Life without a supreme being who loves you unconditionally is too unbearably scary and lonely for most people to comprehend/tolerate.
So they invent God. And if you ever try reasoning with them, they have a tendency to turn violent. So don't bother. Just accept the fact that some people simply need God.

That is very true but the HEAD contains other things too. Like the evils of Islamic religion. It claims that Allah is all merciful, yet innocent people are killed by their kind ALL OVER THE WORLD. Not just in the Middle East. It was not Hindu, Jewish, Buddhist or Christians who sent out suicide bombers to London. It was Islam.
