Yes. They always used long life bulbs in order to increase the interval at which they had to be replaced. These bulbs use more electricity for the same amount of light than regular bulbs.
The thrust is now to replace all the traffic lights (bulbs) with LEDs, which use less that 20% of the electricity and have 10 to 20 times the life expectancy of incandescents.

Yes they can and do burn out and highway departments have repair crews or private contractors that maintain and change the bulbs periodically or as required. Most traffic lights now utilize LED bulbs which have many thousand hour lifespans.

Well, sure they can. Virtually any light will go out eventually. You should contact your area DOT and let them know so they can come out and replace it asap.

Also, if you wear red shaded sunglasses, the red light will appear to be out when the traffic light actually turns red. Try it as a passenger -a cool effect. Not recommended for driver's for obvious reasons...
